Former General Secretary Nông Đức Mạnh – former Chairman of the Central Commission for Ethnic Affairs converses with leaders and former leaders of the Ministry of Ethnic and Religious Affairs through various periods at the meeting celebrating the 80th anniversary of the Traditional Day of the State Management Agency for Ethnic Affairs (May 3, 1946 – May 3, 2026)

In terms of institutions, the Ministry completely resolved legal bottlenecks by fulfilling 100% of the issuance of detailed regulatory documents to implement the laws and resolutions passed by the National Assembly in 2025, leaving no backlog of overdue documents.

Accordingly, the Ministry of Ethnic and Religious Affairs synchronized multiple solutions in perfecting legal institutions and policies: completing the promulgation of all documents guiding the implementation of laws and resolutions passed by the National Assembly in 2025. This result was formally reported by the Ministry in response to the Ministry of Justice to implement the conclusions of General Secretary, President Tô Lâm – Head of the Central Steering Committee for Science, Technology Development, Innovation, and Digital Transformation.

In addition, the Ministry issued a Plan and established a Working Group along with a Secretariat to carry out a comprehensive review of the system of legal normative documents within its management scope; approved the first list of legal normative documents; issued specific review guidelines and assignments; actively advised on and implemented 04 Prime Minister’s Decisions on law enforcement.

To strengthen inter-agency coordination, the Ministry signed the 2026 Work Coordination Plan (No. 1170/KH-BDTTG-BTP) with the Ministry of Justice to step up specialized legal dissemination and education.

With 2/2 feedback and recommendations received on the Information System for Receiving and Processing Feedback and Recommendations on Legal Normative Documents, the Ministry promptly handled and replied to all submissions, while also contributing opinions on institutional improvement for 65 draft documents solicited by relevant ministries and agencies.

Secondly, the Ministry made a breakthrough in digital transformation efforts and public service delivery by making 100% of administrative procedures available online, increasing the online submission rate more than fourfold compared to the same period last year. It also completed 21/21 functions of the national database on religions and successfully integrated it with the VNeID application and the National Population Database.

This connectivity helps synchronize information and provides an accurate, continuous data foundation, thereby enhancing state agencies’ management capacity and efficiency over faith-based and religious affairs. Furthermore, with the religion database connected to VNeID and the National Population Database, data reuse is integrated directly into the administrative procedure resolution information system. This eliminates the need for citizens and religious organizations to repeatedly declare already available information.

Integrating VNeID also acts as a key lever to drive breakthroughs in online public services, enabling citizens to access and carry out administrative procedures conveniently online. This is a major factor that helped the Ministry achieve an impressive result: 100% of dossiers under the Ministry's jurisdiction were digitized and online filings increased more than fourfold year-on-year. This demonstrates the Ministry of Ethnic and Religious Affairs’ strong efforts in realizing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation, and national digital transformation.

Finally, the Ministry's state management imprint was clearly affirmed through actively advising the Government and coordinating guidance for provinces and centrally governed cities to promptly address legitimate needs and aspirations of religious organizations and individuals. This included organizing major belief and religious activities that attracted large numbers of believers and citizens, as well as annual General Assemblies and conferences of religious organizations.

According to the Government Committee for Religious Affairs (GCRA), on July 2, a Holy Mass for Beatification (Beatification Ceremony) for Priest Trương Bửu Diệp is scheduled to take place at Tac Say Parish located in Ca Mau province’s Phong Thanh commune.

On this occasion, Pope Leo XIV will delegate Cardinal Luis Antonio Tagle – Prefect of the Dicastery for Evangelization, Holy See to attend and preside over the Mass; the event will also see the participation of dignitaries from Asian countries as well as numerous Catholic followers both domestically and internationally.

This marks the first time a Beatification Mass is held in Vietnam and outside a place of worship's premises (local authorities approved the event at a site opposite the Tac Say Parish church), featuring the presence of the Envoy of the Holy See along with domestic and international Catholic dignitaries and followers.

This unprecedented event not only meets the legitimate religious aspirations of the Catholic community, but also reaffirms Vietnam’s consistent, increasingly open, and transparent policy and legal framework on religion, which facilitates religious organizations and individuals in exercising their freedom of religion. It encourages Vietnamese Catholic dignitaries, deacons, and lay followers to remain closely attached to and accompany the nation, while fostering Vietnam – The Vatican relations in the period ahead.

Alongside major events and key cooperation pacts successfully organized by the Ministry of Ethnic and Religious Affairs in May – including the 80th anniversary celebration of the Traditional Day of the State Management Agency for Ethnic Affairs; the signing of the Coordination Program with the Ministry of Agriculture and Environment on sustainable development in ethnic minority and mountainous regions for 2026-2030; and Minister Nguyễn Đình Khang exchanging the Memorandum of Understanding with Hiniduma Sunil Senevi, Minister of Buddhism, Religious and Cultural Affairs of Sri Lanka witnessed by General Secretary, President Tô Lâm and Sri Lankan President Anura Kumara Dissanayake – practical results in institutional building, administrative reform, and state management over religion demonstrate that the Ministry has fulfilled its functions, tasks, and authorities with sensitivity and dedication. It acts not only as a policy advisory body, but also as a direct bridge bringing the voices, aspirations, and sentiments of ethnic and religious communities to the Party and the State, while efficiently putting policies into practice.
